Aim of the Session: The session will discuss, among other: - International long-term commitment on fields such as standards of operation, training, capacity building, cross-border cooperation and experience, and knowledge sharing. - Experiences of application and utility of international voluntary guidelines and standards such as were developed (in time sequence) by ITTO (Fire Management in Tropical Forests, 1997), WHO/WMO (Health Guidelines for Vegetation Fire Events; 1999), FAO (Fire Management Voluntary Guidelines, 2006), GFMC (EuroFire Competency Standards, 2008; Village Defense Guidelines, 2013), OSCE/GFMC (Guidelines on Safe Fire Management on Contaminated Terrain, 2014) - Perspectives for application of the Guiding Principles of the “Landscape Fire Governance Framework” - Promotion of international mechanisms assuring a cross-sectoral and regional approach to landscape fire management in a changing climate, getting participating countries to follow a common set of guiding principles. International Examples. - Implementation state and governance of Integrated Fire Management (IFM) at regional and international levels. - Financial mechanisms, International Standard Procedures, Qualification and international certification Session Guiding Questions include, among other: - How to promote multi-sectorial and multi-country co-operation and exchange programs on good practices considering the rapid socio-economic changes in the rural space and impact of climate change? - How to assure funding and financial incentives that allow a long-term strategy implementation? Biography

Johann Georg Goldammer is Chief of the Global Fire Monitoring Center (GFMC), which he founded in 1998. Based at Max Planck Institute for Chemistry and Freiburg University, the GFMC has worked with the United Nations family, multilateral and intergovernmental organizations and directly with more than 70 countries in supporting scientific-technical and policy advice for developing policies and capacities in landscape fire management. The GFMC is coordinator the Global Wildland Fire Network (GWFN) and a Voluntary Commitment for the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. At regional European level, the GMFC is serving as a Specialized Euro-Mediterranean Center under the European and Mediterranean Major Hazards Agreement and supports the Wildfire Disaster Risk Reduction agenda of the Organization for Security and Cooperation in Europe (OSCE). As GWFN coordinator, he has established eight Regional Fire Monitoring / Fire Management Resource Centers throughout the continents. The mission of the GWFN and their regional centers is to provide advisory support to countries and international organizations towards developing policies and capacities in Integrated Landscape Fire Management. GFMC is also serving as Secretariat of the International Fire Aviation Working Group (IFAWG). Goldammer has attended and supported all International Wildland Fire Conferences since 1989.

Biography

Esra Buttanri is the Senior Climate Change Adviser at the Office of the Co-ordinator of OSCE Economic and Environmental Activities at the Organization for Security and Co-operation in Europe (OSCE). Prior to that, she was the Head of the Environmental Co-operation Unit at the OSCE. Esra has been working for the last twenty-five years at the interface between environmental, development, foreign, and security policy. In her current position at the OSCE, she has been focusing on raising awareness and building capacity on the linkages between climate change and security, as well as promoting regional co-operation to identify and address climate-related security risks in different regions. She has led several initiatives to reduce vulnerabilities and strengthen climate resilience, including facilitating cross-border co-operation on fire management. Additionally, she has been contributing to the OSCE’s activities in support of the peace and security aspects of the 2030 Agenda implementation, building on her previous engagement in the regional and global processes related to the 1992 Rio Summit on Environment and Development, Rio+10 and Rio+20. Prior to joining the OSCE, Esra worked for the United Nations Development Programme as a Programme Manager, and for the Turkish Ministry of Environment as a Senior Environmental Expert. Esra Buttanri holds a Bachelor’s degree in Environmental Engineering and a Master’s degree in International Relations.

Biography

Julia Haas is a Policy Advisor at the FOREST EUROPE Liaison Unit Bonn since 2023 where she coordinates the work towards the pan-European forest risk knowledge mechanism (FoRISK). She holds a Master`s degree in Forestry and Wood Science and a PhD in Plant Cell and Molecular Biology. Building on the Bratislava Ministerial Resolution “Adapting pan-European forests to climate change” (2021), FOREST EUROPE is currently working towards the FoRISK to support forests adaptation to changing climatic and site conditions as well as to enhance the resilience and mitigation potential of forests at a pan-European level to disturbances such as wildfires. The vision of the foreseen FoRISK is to provide relevant evidence-based forest risk and adaptation related information to political decision-makers based on trustful pan-European cooperation with scientists, practitioners and society.

Biography

WANG Haizhong is Forest and Grassland Fire Prevention Inspector, National Forestry and Grassland Administration of China. Between 1983 and 2001 he had worked as teacher in local school, Secretary of the Municipal Youth League Committee, officer of the Organization Department of Municipal Party Committee, and Deputy Secretary of the District Party Committee of Hancheng City and Tongchuan City, Shaanxi Province. This work was followed by his function as Mayor and Secretary of the Party Committee of Yijun County, Tongchuan City, Shaanxi Province, and as Deputy Mayor, member of the Standing Committee of the Municipal Party Committee, Secretary of the Municipal Political and Legal Affairs Commission, and Secretary of the Party Committee of the Municipal Public Security Bureau of Hanzhong City. Between 2008 and 2011 h served as Secretary of the Party Committee of Nanjing Forest Police College (DG level), followed by his function as Head of the General Office, Director and Party Secretary of the Forest Police Bureau of the State Forestry Administration of China and in 2019 he took over the responsibility of Forest and Grassland Fire Prevention Inspector of National Forestry and Grassland Administration of China.

Biography

Dr. Gavriil Xanthopoulos holds a B.Sc. degree in Forestry from the Aristotelian University of Thessaloniki, Greece, and M.Sc. and Ph.D. degrees in Forestry with specialization in Forest Fire Science from the University of Montana, U.S.A. He has been active in European forest fire research for more than 30 years. He has extensive experience in forest fire management training and post-graduate university teaching and has produced numerous scientific publications. He currently serves as research director on forest fires and is head of the Forest Fire Laboratory at the Institute of Mediterranean Forest Ecosystems of the Hellenic Agricultural Organization "DΙΜΙΤΡΑ".

Biography

Over a period of more than 40 years, Gary Morgan has made many significant contributions to the management of forests and forest fires at the state, national and international levels.‍ For 9 years, he was Victoria’s Chief Fire Officer for public lands before becoming CEO, for 7 years, of the Bushfire Cooperative Research Centre. He remains very active in two national organisations. The Forest Fire Management Group, and Forestry Australia’s Forest Fire Management Committee which he is the Chairperson. He is also the Chairperson for the Government of Victoria’s Ministerial Advisory Committee on wildland fire risk.‍ In 2000, Gary arranged the first deployment of Australian and New Zealand firefighters to the USA then initiated the development of the formal forest firefighting support agreements between fire agencies in Australia, New Zealand, Canada and the USA.‍ In 2005, he participated in drafting of the United Nations FAO’s Fire Management Voluntary Guidelines then became a member of the FAO Fire Management Actions Alliance Advisory Group.‍ He was made a Member of the Order of Australia (AM), in 2018, for his significant service to the community through fire response organisations, and to forest and fire research, and management.

Biography

Lara Steil is a Forestry Officer (Integrated Fire Management) at the Food and Agriculture Organization of the United Nations (FAO) since July 2022. She graduated in Biology Science and holds a master's degree in Biotechnology and a PhD in Sanitation. From 2005 to May 2022, she was the coordinator of the interagency department at the National Center for Wildfire Prevention and Suppression in Brazil (Prevfogo/Ibama). Over her 17-year career in fire management, she has been promoting national and international cooperation and the development of activities related to integrated fire management with indigenous and rural communities, promoting equity, diversity and inclusion. She is also involved with the paradigm shift from zero fire to integrated fire management through the development of public policies.
